Currently we run into situations with scale-dependent layers which are visible in the map, but end up being invisible in the print.

This is kind of what I've been running into too, but I would describe the problem like this:

The print-servlet will fetch tilecache levels below the one used at screen depending on chosen dpi, ending up with a map that doesn't look the same because the tilecache levels have different content/symbology.

I don't understand how arbitrary scales will solve this problem... Isn't what we are looking for an option to lock the scale per layer or source type regardless of dpi?

@bhartell My use case was mostly printing WMS layers. So I want to print at exactly the scale of my webmapping map. I think what you want has been asked by Tim Schaub as well: http://lists.mapfish.org/pipermail/dev/2010-July/000625.html
